Rural areas often have no shelters or animal services.  People who find a lost animal often take them in to a safe warm area until the owner can be located. People needing to surrender a pet can also give it to a transition family thus creating a home to home situation    
Far less stressful on the pet and fulfilling for the volunteers in the home to home network.  Animals are not scared, sitting in cages with dozens of other scared animals.  In cities or counties home to home volunteers  need to check the local ordinances for temporarily sheltering
